Trade in Action Plan for Consumer Goods

According to the Notice of the State Council on Issuing the Action Plan for Promoting Large scale Equipment Renewal and Consumer Goods Trade in (Guofa [2024] No. 7), combined with the actual situation in our province, this action plan is formulated.
1. Overall requirements
Adhere to the market-oriented approach and government guidance, encourage advanced and eliminate backward, lead by standards and improve in an orderly manner, and strive to increase equipment investment in industries such as industry, construction, transportation, agriculture, science and education, culture and tourism, healthcare, energy and environment by about 30% by 2027 compared to 2023; The proportion of advanced production capacity in key industries has significantly increased, the market share of high-quality durable consumer goods has significantly increased, and the level of resource recycling and reuse continues to improve.

2. Implement equipment update action
(1) Promote the upgrading and technological transformation of manufacturing equipment.
1. Accelerate the technological transformation of key industries. Focus on key industries to promote equipment updates and technological upgrades, and strive to organize and implement over 6000 technological upgrade projects annually. Promote the upgrading and optimization of equipment and process flow in industries such as metallurgy, chemical engineering, building materials, light industry, textile, and machinery, and accelerate the elimination of outdated and inefficient equipment, as well as outdated equipment that has exceeded its service life. Benchmarking against a group of high-tech, high-efficiency, and high reliability equipment in industries such as photovoltaics, aviation, power batteries, and robotics. Increase the supply of high-end and advantageous products such as industrial mother machines, robots, power equipment, and engineering machinery. 2. Promote the transformation of enterprises from intelligent transformation to digital connectivity. Accelerate the promotion of equipment networking and digital transformation of production links, create a batch of intelligent manufacturing workshops, intelligent manufacturing factories and benchmark enterprises of "intelligent transformation to digital networking", accelerate the construction and popularization of industrial Internet, achieve full coverage of digital transformation of industrial enterprises above designated size and extend to small and medium-sized enterprises by 2027, and the popularity of digital R&D design tools and the numerical control rate of key processes will exceed 90% and 75% respectively. 3. Promote the green and low-carbon transformation and upgrading of enterprises. Improve the energy efficiency level of energy consuming equipment in key industries, apply and promote advanced technologies and equipment such as energy conservation, water conservation, and environmental protection, and promote the upgrading of key energy consuming equipment such as motors, pumps, transformers, and boilers. By 2027, the energy utilization efficiency of key industries will reach the international advanced level. Enjoy the income tax deduction for purchasing specialized equipment for energy conservation, water conservation, environmental protection, etc. according to regulations. Promote the commitment filing system and simplify the preliminary approval procedures for technology renovation projects that do not add new land and mainly focus on equipment updates. 4. Promote the security upgrade and transformation of key industry enterprises. Promote chemical enterprises to update and renovate old production facilities with long service life and outdated energy consumption, emissions, safety, and technical indicators, and replace more than 150 old chemical facilities by 2027; Aluminum processing (deep well casting) enterprises have completed the upgrading and transformation of more than 70 sets of fixed casting furnaces and 40 sets of steel wire rope deep well lifting system equipment; More than 20 steel enterprises have updated and renovated their operating systems in the ironmaking process and gas cabinet operation areas; More than 400 key dust explosion related enterprises have updated their facilities and equipment, and over 100 aluminum magnesium metal dust enterprises have undergone process upgrades. (2) Accelerate equipment updates in the fields of energy and environmental protection.
5. Accelerate equipment updates in the energy sector. Promote the "three reforms and linkage" of coal-fired power units, striving to achieve a cumulative renovation scale of over 10 million kilowatts and eliminate outdated coal-fired power production capacity of over 2 million kilowatts by 2027. Optimize the construction of the backbone power grid and invest over 24 billion yuan in upgrading transmission and distribution equipment by 2027. Encourage onshore wind farms that have been connected to the grid for more than 15 years or have a single unit capacity of less than 1.5 megawatts to carry out renovation and upgrading. 6. Accelerate equipment updates in the field of ecological environment. Upgrade and renovate facilities for treating pollutants such as wastewater, exhaust gas, and solid waste. By 2027, update and upgrade the instruments and equipment of 78 cross-sectional monitoring water stations, 4500 atmospheric stations, and 14 provincial-level monitoring institutions. (3) Promote equipment updates in the fields of construction and municipal infrastructure.
7. Promote the renovation and upgrading of elevators in old residential buildings. Promote the safety assessment and hidden danger rectification of old residential elevators that have been in use for more than 15 years, accelerate the update of old residential elevators that do not meet standards and have high safety risks, and update a total of 45000 old residential elevators (including complete machine and component updates) by 2027. Support the use of housing provident fund to install elevators and the use of residential special maintenance funds to install and update elevators in accordance with regulations. 8. Promote energy-saving renovation of existing buildings. Accelerate the upgrading and transformation of building energy equipment with long service life, low energy efficiency, and high energy-saving potential (including heating, ventilation, and air conditioning system cold and heat source equipment, transmission and distribution systems, end of pipe air treatment equipment, etc.), exterior wall insulation systems, exterior door and window systems, lighting equipment, etc. By 2027, complete the energy-saving renovation of over 10 million square meters of existing buildings in public institutions. 9. Promote the renewal and renovation of urban lifelines. Accelerate the upgrading of secondary water supply facilities and equipment in urban water supply plants and residential areas, sewage treatment facilities and equipment, benchmarking and upgrading of liquefied petroleum gas filling stations, construction of urban lifeline safety projects, improve the installation and upgrading of supporting IoT intelligent sensing equipment, and build monitoring IoT, striving to achieve a cumulative investment of over 16 billion yuan in renovation and renovation by 2027. 10. Promote the upgrading of environmental sanitation facilities and equipment. Accelerate the upgrading of facilities and equipment for household waste treatment, sanitation vehicles, and construction waste resource utilization. By 2027, complete the ultra-low emission transformation of over 60 existing production lines for household waste incineration plants, upgrade over 400 household waste transfer stations, recyclables sorting centers, leachate treatment and other sanitation facilities and equipment. (4) Promote the updating of transportation equipment.
11. Promote the update of transportation vehicle equipment. Intensify the promotion and application of new energy vehicles in the public sector, support the replacement of old new energy vehicles and power batteries, and by 2027, the proportion of new energy urban public transportation vehicles will reach 85%, with over 9000 new energy urban public transportation vehicles added or updated and 12000 bus power batteries replaced. Strive to basically eliminate diesel trucks with National III and below emission standards by the end of 2025, and encourage regions with conditions to eliminate operational diesel trucks with National IV emission standards. 12. Promote the update of ship equipment. (5) Promote the upgrading of agricultural and rural equipment.
14. Promote the updating of agricultural machinery and equipment. Eliminate old and scrapped agricultural machinery, increase efforts to update agricultural machinery and equipment in various stages such as plowing, planting, management, harvesting, and drying, accelerate the promotion and application of efficient and low consumption intelligent agricultural machinery, and strive to scrap and update 149000 sets of agricultural machinery by 2027. 15. Promote the upgrading of agricultural facilities and equipment. Support the development of modern agricultural production such as planting, livestock and poultry, and aquatic products in various regions, as well as the upgrading of facilities and equipment for refrigeration, preservation, and drying of agricultural products in production areas. By 2027, we will strive to renovate and upgrade 200000 acres of old facilities and sheds, upgrade the facilities and equipment of 300 large-scale breeding farms, standardize the transformation of 300000 acres of ponds, complete the upgrading and transformation of facilities and equipment such as more than 2000 fishing boats and Beidou terminals, and renovate 200 intelligent green production drying centers. (6) Promote the updating of educational, cultural, tourism, and medical equipment.
16. Promote equipment updates in the field of education. Update and replace a batch of advanced education, teaching, internship and training equipment, scientific research instruments and equipment in universities and vocational colleges (including technical colleges), purchase and update a batch of primary and secondary school science laboratory instruments and equipment, information technology teaching equipment, etc., and update more than 200000 units (sets) by 2027. 17. Promote the upgrading of cultural and tourism facilities and equipment. Carry out updates and upgrades to cable cars, amusement equipment, performing arts equipment, and intelligent equipment in scenic areas, promote the application of technologies such as artificial intelligence, virtual reality, and smart wearables, and update more than 60 sets of cultural and tourism facilities and equipment by 2027. 18. Promote equipment updates in the field of health and hygiene. Promote the iterative upgrading of equipment and information facilities in medical and health institutions, encourage qualified medical institutions to accelerate the update of medical imaging, radiation therapy, remote diagnosis and treatment, surgical robots and other medical equipment and information facilities, and strive to update 240000 units (sets) by 2027. 3. Implement the consumer goods trade in program
19. Carry out car trade in. Carry out automobile consumption promotion activities and support the entry of new energy vehicles into counties, townships, parks, and government agencies in various regions. Support car scrapping and renewal, and encourage regions with conditions to support car replacement and renewal. By 2027, the proportion of new energy vehicles in new car sales is expected to reach 50%. Accelerate the construction of charging stations, energy storage facilities, and the renovation of supporting power grids, fill in the gaps in the construction of charging facilities in county towns and townships, strengthen the construction of urban parking facilities, and achieve a 2:1 ratio of new energy vehicle piles by 2027. Encourage regions with conditions to issue automobile consumption vouchers, encourage financial institutions to increase financial support for automobile consumption, and reasonably determine the specific proportion, term, and interest rate of automobile loans. Include the land for charging (swapping) facilities in the scope of public facility business outlets, and encourage the provision of construction and operation subsidies for charging (swapping) facilities. 20. Carry out the trade in of electric bicycles. Encourage manufacturers and distributors to offer discounts on the exchange of old electric bicycles for new ones, and encourage regions with conditions to issue electric bicycle exchange vouchers. 22. Promote the replacement of home decoration consumer goods. Support residents to carry out partial renovation of old houses, kitchens and bathrooms, and promote the introduction of home decoration model rooms into shopping malls, communities, and platforms. Continuously promote home aging adaptation and intelligent upgrading. Organize and carry out home decoration promotion activities to promote the development of new business types and models such as "Internet+Home Decoration" and "Internet+Second hand Home Furnishing". Encourage regions with conditions to issue home decoration consumption vouchers and organize the promotion of furniture and home decoration to rural areas. 4. Implement recycling and reuse actions
23. Improve the recycling network for waste products and equipment. Intensify the construction of the recycling system for renewable resources, improve the layout of community recycling outlets, street transfer stations, and district and county sorting centers, and by 2027, the number of recycling enterprises for renewable resources will exceed 18000, and the number of comprehensive sorting centers will exceed 100. Accelerate the development of new models such as "replacement+recycling", "shipping+dismantling", and "using cars to replace warehouses". Strengthen the land guarantee for recycling facilities such as the classification, collection, transfer, and storage of social waste, and include them in the scope of public infrastructure land. By 2027, cultivate a group of leading remanufacturing enterprises. Promote the remanufacturing of key components and equipment such as wind power and photovoltaics, and promote the safe hierarchical utilization of waste power batteries. 27. Promote high-level recycling of resources. Improve the level of resource utilization and harmless treatment of waste electronic and electrical products, and support the construction of retired wind and photovoltaic equipment recycling projects. 5. Implement standard upgrade actions
28. Accelerate the improvement of energy consumption, emissions, and technical standards. Strictly implement the unit product energy consumption limit and mandatory energy efficiency standards, promptly formulate and revise a batch of local standards for energy consumption limit, product equipment energy efficiency, pollutant emissions, etc., and dynamically update the energy efficiency benchmark level and benchmark level in relevant fields in our province. Strengthen the research and development of low-carbon technology standards, accelerate the improvement of enterprise carbon emission accounting and product carbon footprint standards. 29. Improve product technical standards. 30. Improve the standards for resource recycling. Research and develop local standards for the comprehensive utilization of waste photovoltaic modules, performance evaluation of waste batteries, and recycling and reuse. 6. Guarantee measures
(1) Strengthen organizational leadership. The Provincial Development and Reform Commission has established a work coordination and promotion mechanism with relevant departments, responsible for analyzing and judging, conducting regular scheduling, formulating annual task lists and policy lists, strengthening overall coordination, promoting linkage among provinces, cities, and counties, and coordinating the resolution of specific problems in work. We will coordinate the relevant special funds for finance at or above the provincial level, comprehensively utilize various tools such as financial rewards and subsidies, financial interest subsidies, guarantee fee subsidies, and government procurement, and increase support for equipment updates and trade in of consumer goods. Make good use of special funds for the construction of a strong province in manufacturing, health, ecological protection, and modern agricultural development, and provide subsidies and support for equipment updates in industries, medical and health, agriculture, and other fields. Give better play to the role of fiscal funds in pulling and leveraging, and provide financial subsidy support for equipment renewal loans in manufacturing enterprises, urban renewal, construction and municipal engineering, transportation and other fields. Coordinate special funds for provincial business development to support the trade in of green and energy-saving household appliances. Encourage eligible projects to be included in the scope of local government special bond applications. Implement the government's green procurement policy and promote party and government agencies, education, medical and health institutions, and other public institutions to increase their efforts in purchasing green products. Implement tax support policies and continuously optimize tax services. Encourage collaboration between cities, counties, and provinces to support equipment updates and trade in of consumer goods. (3) Optimize financial support. Actively strive for national science and technology innovation and technological transformation refinancing loans. By comprehensively utilizing financial instruments and policy measures such as financing guarantees, interest subsidies, and risk compensation, we will guide financial institutions to increase their credit allocation for equipment updates and technological upgrades, and reasonably determine loan interest rates. Encourage financing leasing to participate in equipment updates in key areas such as education and health. Encourage financial institutions to strengthen financial support for the trade in of bulk durable consumer goods, reasonably determine the down payment ratio under the premise of legal compliance and controllable risks, simplify the processing procedures, and innovate green financial products and services.
